The Texas City Independent School District contracts with the Galveston County Sheriff's Office to provide law enforcement services to the district so that TCISD can provide a safe learning environment for students and staff.

Mission 

The mission of the Galveston County Sheriff's Office School Liaison Division is to provide a safe, secure and positive learning environment through collaboration with educators, students, parents and local governments, while maintaining knowledgeable, innovative and highly trained law enforcement personnel capable of adapting to changing educational and community needs. 

Program 

The School Liaison Program views safety and security as a partnership that requires the active participation and cooperation of those who are served as well as to who provides the service. We maintain a balance between offering a safe quality educational environment and maintaining a law enforcement presence.

Authority

Under the Texas Code of Criminal Procedure, Title I Chapter 2 Sections 2.12, 2.13, and under the Occupations Code, Title 10, Subchapter M, Section 1701.601, the Galveston County Sheriff’s Office School Liaison Officer’s are authorized to operate and enforce criminal and traffic laws within the Texas City Independent School District.

The department is staffed by licensed and commissioned peace officers. Officers have assignments to every campus in the District. All police officers have completed their training at a state-approved police academy and have the same authority and power as any other police agency within the State of Texas. Officer’s enforce all applicable federal, state, county and city laws as well as school district regulations.

Roles of the School Liaison Officers
  • Enforce State Laws
    • Penal Code violations: narcotics, assaults, criminal mischief, disorderly conduct, etc.
    • Education Code violations: truancy, disruption of classes/transportation, etc.
    • Traffic Code: speeding, exhibition of acceleration and backing without safety
  • Enforce Student Code of Conduct
    • The School Liaison Officer will assist school staff with enforcing violations of the TCISD code of conduct.
    • The School Liaison Officer may redirect a student for a Code of Conduct violation or refer a student to his/her respective assistant principal. The School Liaison Officer will not discipline students for Code of Conduct violations.
  • Conduct investigations of criminal offenses on TCISD property or at school sponsored or school related activities on or off TCISD property.

  • Work with TCISD faculty/administration/student body and parents to help develop knowledge regarding the use and detection of alcohol and drug use as well as gang awareness.
  • Act as an educational resource for the criminal justice system and its operation in society.
  • Provide security on TCISD campuses for the prevention of theft, trespass and intrusion.
  • Provide law enforcement services as needed for after hours functions.
  • Consult with TCISD Administration on methods of increasing security on TCISD campuses.
  • Work with surrounding law enforcement agencies on all matters affecting school security.
  • Establish good rapport with TCISD students to establish a role model for good community/criminal justice systems relationships.
